Following Russia's invasion of Ukraine, the Secretary General of the Council of Europe said on Thursday 24 February 2022 that "the recognition of the so-called 'people's republics' of Donetsk and Lugansk by the Russian Federation is contrary to international law and constitutes a unilateral violation of the Minsk agreements - which remain the only basis for a settlement of the conflict in the Donbass."
